The plans for a 308-unit apartment complex at the Shops at Pembroke Gardens could soon be underway following routine approval from Broward County officials.

An Oct. 7 county commission meeting saw the Pembroke Pines-based residential project — managed by developers Federal Realty Investment Trust — recommended for a zoning change from solely commercial use to also accommodating the mid-rise housing units.

The apartment complex would replace the mall’s 2.7-acre southeast parking lot, according to county commission records. Forty-four units are set aside as moderate-income affordable units — accommodating those making up to 120% of the area median income — while the remaining 264 are expected to be market rate.

Developers also offered to contribute $132,000 toward the affordable housing prior to receiving a building permit, the South Florida Business Journal reported in May, and $369,000 to traffic improvements before residents move in.

Federal Realty Investment Trust, based in Maryland, purchased the open-air mall in 2022 for $180.5 million and is known for its mixed-used developments , including a renovation of Coconut Grove’s CocoWalk in 2021.

Pembroke Gardens opened in 2008 and has over 75 tenants such as RA Sushi, Barnes & Noble, Fuddruckers, Victoria’s Secret and more.

Federal Realty did not respond to the Pembroke Pines News’ request for comment about the development on Oct. 13.

The residential project is expected to result in 12 new students — five elementary, three middle and four high school — in nearby schools and generate 120 extra bus trips during evening rush hour that requires developers pay a fee to mitigate, according to an Urban Planning Division report submitted to commissioners that recommends the application be approved.

Those numbers are “based on student generation rate adopted by the School Board and incorporated into the Land Development Code,” according to the Urban Planning Division report.

City Hall officials believe the complex will prove beneficial for incoming residents and the shopping center’s tenants.

“The proposed Shops at Pembroke Gardens residential project blends convenience with a sense of place — ideal for those who value both accessibility and community,” Michael Stamm Jr., Pembroke Pines’ director of Planning and Economic Development, told the Pembroke Pines News.

“Future residents will infuse the lifestyle center with new customers who will be able to take advantage of shopping and dining options within walking distance, while maintaining easy access to I-75 for daily commuting.”

Developers now need to apply for and secure a building permit from Broward County before breaking ground on the project. Dates for construction or completion have not been released as of Oct. 14.
